The
March meeting of the Woodland Hills Sanitary District was called to order at
6:32pm on Wednesday, January 9, 2019.
Roll
Call: President
Bobby Sadler established that a quorum existed to conduct the meeting. In attendance were Lois Lund, Ed Striebel
and board members Jim Stewart, Beth Haivala and Garry Colasardo.
Adoption
of Agenda: Bobby
presented the agenda to the board and it was unanimously adopted.
Secretary’s
Report: The
February minutes were reviewed. Bobby
made a motion to approve the minutes, 2nd by Beth and the vote was
4-0 to approve.
Income
Report: Net
income for January was $6,172. Two
residents missed their February payment and one resident is past due from
January. Lower late fees are now in
effect. Morford Electric installed a
thermostat in the Lark Lane building.
The lot at 7506 Junco was sold and past due loan assessments were
paid. The new owner, a resident of
Woodland Hills, has no plans to build on the lot.
Water
Report: Water losses for February were 16.2%. On February 27, Tom Kurtenbach called Ed to
report no water at his home. Ed logged
into the SCADA system and started the booster pump to begin filling the Lark
Lane tanks. The SCADA system had a
communication failure between the Lark Lane tanks and pump house #1 (near Junco
and Woodland Dr). Dakota Pump was
called to trouble shoot the problem and after several visits the failure was
caused by a faulty RJ45 cable. It was
replaced and there have been no communication failures. Ed had been remotely starting and stopping the
booster pump while the problem was being diagnosed.
A
resident had a frozen service line and the freeze may have affected the
meter. Ed will check on that.
Road
Report: The board approved (4-0) a
payment of $250 to Randy Alexander for the extra time he spent plowing Woodland
Drive after the March 13 blizzard. The
board will ask Randy if he will also plow the lanes after major storms for an
extra fee. (March 22 note: Jim chatted with Randy about this and he said it was
ok with him).

Garry
mentioned that the state of South Dakota is going to conduct a firewise tree
thinning project and letters were sent to homeowners encouraging them to sign
up for the free program. Garry asked
that the whills.org web site post some info on this program.
Jim
noted a camper and canoe trailer parked near pump house #1. It's presumed to belong to a resident who
recently moved away and probably did not want to chance moving the items down
the Peaceful Pines "S" curves while they are snow-covered. Lois has the resident's new address and the
board will send a letter to confirm.
